Ontario online casinos 2026: the AGCO-licensed list

Ontario is still the only Canadian province with a fully regulated open online gambling market. That happened in April 2022, and the operator list has been moving every month since. Some big names joined early. Some left. Some are still working through the AGCO registration process. If you live in Ontario and want the protection of a licensed site, you have to check the live register, not a blog post that's a year old.

What we can do here is round up the operators we've tested in CAD from an Ontario billing address, confirm they were AGCO-registered at the time of publication, and explain what the licence actually buys you. The list below is a shortlist, not the full register.

What the AGCO licence actually gets you

A few things, none of them cosmetic. Your funds are held in a segregated account that the operator can't dip into for working capital. Game outcomes are independently audited. Mandatory responsible-gambling tools include deposit limits, session timers and self-exclusion through the provincial PlayGuard register. KYC verification has to happen before payout. And the one most players don't think about until they actually need it: there's a formal AGCO dispute process if you can't resolve something with the operator directly.

The shortlist we tested

Picked from operators that were on the iGaming Ontario register at publication, accept CAD natively, and that we've personally deposited at and withdrawn from in the last 90 days. Every entry below links to our full review.

• Betway Canada: big sports crossover, fast Interac withdrawals, clean Ontario product. The one we benchmark withdrawal speed against.
• LeoVegas: mobile-first interface, deep slot library, AGCO-registered since the market opened.
• PokerStars Casino: best-known for poker, but the casino product is solid and runs on the Flutter group's Ontario licence.
• bet365 Casino: strong live dealer selection, mature platform, joined the Ontario register after the initial wave.
• 888 Casino: veteran operator, decent in-house games, AGCO-approved.
• Unibet: reliable European brand with Ontario coverage, balanced casino-plus-sports offering.

This isn't an exhaustive list of who is licensed. There are more brands on the register, and there are more brands we have not yet tested. Treat the list above as a starting point. Cross-check anything you sign up to against the iGaming Ontario site.

How we checked each operator

For each entry on the shortlist we did three things: confirmed the brand name on the iGaming Ontario register, opened an account from an Ontario address, and made a $50 CAD deposit followed by a $50 CAD withdrawal back to the same bank account. If any of those failed, the brand didn't make the list. The deposit/withdrawal step is where we caught two brands that were technically registered but quietly geo-blocking Ontario IPs.

Bonuses and what the Ontario rules change

Bonuses exist at AGCO-registered casinos, but the advertising rules are tighter than at offshore sites. Operators can't push welcome offers in public ad inventory in the same way. You'll typically see the welcome bonus surfaced inside the casino's own logged-in area, or in email after registration. The terms still vary, so it's worth reading them. Offshore vs AGCO-licensed for Ontario players

Offshore sites are not illegal for Ontario residents to use, but they sit outside the AGCO framework. Your money is not segregated. Disputes go through the operator's own complaints process and, if that fails, the operator's overseas regulator. That's a long road. For most Ontario players, the trade-off isn't worth it. There's enough variety on the AGCO register now that you don't need to go offshore to find a brand you like.
